Additional Restrictions Grant

The Additional Restrictions Grant (ARG) has been designed to help provide much needed financial support for certain businesses where local restrictions are put in place or where a widespread national lockdown is announced.

Including businesses that:

  • have closed but do not pay business rates; and
  • have not been forced to close, but mainly supply direct to the hospitality, events or leisure sectors, or
  • have faced business hardship, have commercial business premises and supply into sectors besides the hospitality, events, or leisure sectors.

Do not apply for ARG if: 

  • You have a business rates account AND have been forced to close by government. (even if your rates bill is £0 due to rate relief)* Go to LRSG.
    *the exception to this is the ARG 2F ‘Christmas grant’ for certain community organisations for period 2/12/20 – 29/12/20
  • You have been accepted for or received payment for a Local Restrictions Grant (LRSG schemes include the following: Business Support Package for Lockdown from 5/1/21 and Tier 4 31/12/20 – 4/1/21, National Restrictions Grant November 2020, Grant for Closed Businesses 02/12/2020 to 15/12/2020, Grant for Closed Businesses 17/12/2020 to 31/12/2020)
  • Your business is in administration, insolvent or where a striking-off notice has been made
  • You have already received grant payments that equal the maximum levels of State Aid permitted under the de minimis and the Covid-19 Temporary State Aid Framework

Please only make one application in a time period indicated. This is important. 

How to Apply

*Please only make one application in each Round. Making multiple applications in the same round may result in the delay of grant payment that you may be eligible for.

You can apply for the grant schemes listed using our self-service grant application portal and attaching all supporting evidence. Before you apply, check your eligibility and get your supporting evidence ready.  The self-service grant application portal will not accept requests from businesses that do not meet the schemes qualifying criteria.

All applicants/businesses must submit:

  • Latest bank statement showing name, address and account details for verification purposes
  • Evidence of proof of trading on the 4th November 2020 (before the first full day of national lockdown restrictions, commonly known as ‘the second lockdown’ began). Please provide evidence of the business trading on the 4th November or the day before the restrictions relevant to your business came into place
  • Two pieces of evidence for fixed commercial property or fixed business-related costs (depending on scheme). E.g. Signed lease agreement, signed license arrangement, rent payments, mortgage, utility bills, buildings insurance
  • Proof of applicant/business identification

If you do not provide all of the evidence requested in a clear format, this may delay the processing of your application. You may also be required to supply your national insurance number, multiple examples of evidence of fixed business related or commercial property costs and/or trading structure depending on scheme.

All applications must be made via the online portal, if you need assistance applications are permissible via intermediaries on your behalf (i.e. via your Accountant).

Additional Restrictions Grants are currently available for eligible businesses to apply for each period of restriction as follows:

Round 2: Grants for the local and national restrictions period 3/12/20 - 31/3/21:

Please note: anyone that has already been paid their ARG 2 grant for this period will not have to reapply for the additional top up – this will be processed automatically.

Grants are available for this period to businesses in the following categories:

  • 2A – Businesses that are legally required to close and have commercial premises, but that DO NOT have a Business Rates account. (If you receive a business rates bill, even if you pay £0 due to Small Business Rate Relief do not apply for this grant).
  • 2B – Businesses that are legally required to close and do not have commercial premises. Including market traders, peripatetic businesses that hire multiple facilities, home-based businesses, Bed & Breakfasts that pay council tax rather than business rates
  • 2C – Businesses that are not legally required to close but are significantly impacted by the national or local restrictions during the specified period, have a Business Rates account AND mainly supply their goods/services directly into the hospitality, events or leisure sector.
  • 2D - Businesses that are not legally required to close but are significantly impacted by the national or local restrictions during the specified period – businesses with commercial premises but that do NOT have a Business Rates account AND mainly supply their goods/services directly into the hospitality, events or leisure sector.
  • 2E - Businesses that are not legally required to close but are significantly impacted by the national or local restrictions during the specified period – businesses that do not have commercial premises AND mainly supply their goods/services directly into the hospitality, events or leisure sector.
    AND
  • 2F - Christmas grant to support community organisations, sports and social clubs, snooker halls or similar community-based social clubs which have a bar selling alcoholic beverages, and have been severely impacted by government restrictions during period 02/12/20 – 29/12/20 but were not eligible for the national Christmas Support Payment (CSP). Organisations must show that they are structured for trade (i.e. have a trading entity and structure).

Voluntary and/or community business-based organisations may apply to this phase of the grant scheme if they have a business bank account and meet certain eligibility criteria.

Grant schemes ARG2A-E are for the period of local and national restrictions 3/12/20 – 31/03/21 and include a proportional one-off payment based upon the Closed Business Lockdown Payment Scheme.

ARG 2F is a single one-off payment for certain specific businesses that were ineligible for the government’s ‘Christmas support payment for wet-led pubs’ grant in December 2020.

Round 2 Grant Awards

New Grants introduced March 2021

A. ARG Business Interruption Scheme.

A new grant scheme has been launched to provide support to businesses in Dudley Borough facing business hardship as a result of the Covid-19 pandemic.

Grant eligibility.

The grant is available for businesses that meet all of the following criteria:

  • Are not eligible for support from any of the LRSG or ARG schemes to the 31 March 2021.ie you cannot have received a grant from any other Dudley Covid 19 business grant-related scheme.
  • The business has fixed commercial property-related costs for a commercial premise in the Dudley borough
  • Be experiencing (business) hardship as a result of interruption to their business caused by the restrictions placed between the 4th of November 2020 and the 31 March 2021.
  • The business was trading on 4/11/2020
  • The business not in administration, liquidation etc

Evidence to support application.

Applicants will be required to:

  • Provide evidence that they meet the eligibility criteria for ARG e.g. trading evidence.
  • Provide evidence of fixed commercial property-related costs.
  • Explain how the business has been interrupted by the restrictions and the extent to which this is causing hardship to the business (not to the individual), including values and percentages.
  • Provide evidence of the drop in income/sales that supports the explanation.

Grant values:

The following grant sums are available as a one-off payment:

Businesses with commercial premises but no business rates liability:

£7,630

Businesses with a rateable value ≤15k =

£7,630

Businesses with a rateable value over 15k and less than 51k =

£11,500

Businesses with a rateable value ≥51k =

£16,700

B. ARG Taxi drivers’ grant Scheme.

A new grant scheme to support self-employed taxi drivers within Dudley has been launched. A one-off payment of £2,000 is being made available as a contribution to continued fixed business costs to self-employed licensed and private hire taxi drivers, subject to certain conditions.

Grant eligibility.

This one-off grant payment is being made available to specific self-employed taxi and private hire drivers who live in the Dudley borough regardless of which council they are licensed with. To be eligible for the grant drivers must be self-employed and have been licensed from 4 November 2020.

Grant level.

A one-off payment of £2,000 is available to eligible applicants.

Evidence to Support Application.

Drivers are required to submit the following evidence to support their application:

  • Name of applicant / licensed driver.
  • Address details – applicant must have lived in Dudley before the 4 November 2020.
  • Details of the Council who issued the licence to include Badge Number (Hackney Carriage License or Private Hire License).
  • Bank details in the driver’s name must be provided (payment will not be made to a 3rd party bank account).
  • National Insurance Number.
  • Applicants will need to confirm they are self-employed and do not receive a salary from an employer through the PAYE scheme.
  • Applicants will need to certify that they are not bankrupt, nor have they received a Statutory Demand or Bankruptcy Petition.
  • Driving licence (DVLA), showing the address notified to licensing services who issued the licence.
  • Evidence of trading before the 4th November 2020

This scheme is for businesses that mainly supply their goods and services directly into the hospitality, accommodation and leisure sectors.
  • 1E - Businesses that are not legally required to close but are significantly impacted by the national restrictions – businesses that do not have commercial premises. This scheme is for businesses that mainly supply their goods and services directly into the hospitality, accommodation and leisure sectors.
